1The $18 seat buys more surface than most on this list: quality, security, coverage and, on GitHub, the AI reviewer, all on one bill. The constraint is reach rather than price. Cloud Git only, no Azure Repos, and on GitLab or Bitbucket the AI review layer is not what you get.

AI Reviewer ships inside the Team plan rather than as a paid add-on, but runs on GitHub only; GitLab and Bitbucket get AI-enhanced comments instead. AI Guardrails is free, including on the $0 Developer plan. The newer governance and runtime scanning (AI Inventory, AI Risk Hub, DAST, container images) is Business-plan only.

The pricing FAQ states Codacy does not support projects on any on-premise Git deployment, and Azure Repos is a waitlist rather than a supported provider.
